Member of this Forum help my Lighting Arrow Build

So far, level 83 and the build..SUCKS
Granted, i've spec'ed into more PVE but I would think that I can do some damage to other players.
Mainly, it seems even the weakest opponents can kill me

Can someone link me a good build for lighting arrow?
