PvP (1v1, 3v3, ctf) in one month leagues

Hi, I wanted to go into PvP to level Leo because I need his mods but you can't do other than sarn arena and duel which don't grant any exp for him. Will I be able to level him? Will you enable these modes in the one month leagues?

Yeah, I'm pretty annoyed that you get a mission that requires you to join a PVP queue, when there are no queues available, despite there being a bracket for the one month leagues in the list.
