Pre-Made Characters and PVP-Only

Hello everyone, I have a quick and easy question I have no answer to.

How do the PVP-only characters work exactly? I have found no way to create them.

And there was some talk about these pre-made characters I have yet to see. How do they work? Were they even implemented?

I'm getting back into the game after a big break and was wondering how was the PVP was overhauled. Back in the day it was not very interesting to me, but right now I want to check out some of the Low-Lvl PVP. But alas, I am very confused as to how this works.

You have to talk to Leo Redmane in Act 3 Sarn Encampment first, then the option of making a premade pvp character will show up in the character selection screen
