It removes life equal to 30% of the mana gained, not 30% of your life.

As it looks like your Flask recovers 399 mana, that is 133 life.

As for what we will do with the Flask, we may have to prevent characters with Chaos Inoculation from using this flask (which means we'll get complaints the flask is bugged, and we won't get such a laugh when someone playing hardcore dies doing this).
