Bandit quests in nemesis

Hi.

Would just like some input on the function of "pvp" during the bandit quest, where it is possible to grief players by killing them.

In a game where public parties and cooperation is such a prominent part of the game, allowing grief play in such a way just seems like a bad idea in a HC league.

Is the general opinion among the players that its a good thing to have it there, or is GGG just ignoring player feedback on this?
