Breach skill point cannot be used 32/32

Breach skill point cannot be used 32/32 i cannot put "tear open the rift " wasnt able to put point also on "sole purpose" but i did menage now i have NON STOP UNUSED point which cannot be used and still staying on main game panel, did try unistal delete bunch of things , log on steam and on regular client nothing help
