Tempest Bell "Do not Target" option not working with bows

I'm using pierce on my bow (in weapon set 1) and the tempest bell skill with quarterstaff (weapon set 2). Ideally, I would like to pierce the bell to hit the enemy with the bell shockwave and the actual bow hit.

To do this, I tried putting on the "Do not target" option so that i could target the enemy rather than just hitting the bell. However, it does not seem to work with bows, as my character still prioritizes targeting the bell over enemies.

If there are enemies to my left and the bell is to my right, my character will often still prioritize the bell. This can be solved by manually aiming with the right stick, but it cannot solve the issue of my character targeting the bell when the enemy is on the same side or behind the bell.

The "do not target" option, as described, should not auto-target the bell ever, or at least not when there are any enemies on screen.
