Hollow Form cannot be assigned to a weapon set

I hope you fix this pretty soon. At the moment I have to cast another skill with QStaff so I can cast Whirling Assault slotted in Hollow Form. I would like to Devour and Reap with Wyvern and go straight to Hollow Form please.
