Breach Atlas Tree Bugged - Max Points Yet Can't Spec Into All Nodes

Hello, my Atlas Breach tree shows 32/32 points allocated, however I can't spec into all of the nodes. There is 1 node up the top I can't get and i have 1 atlas point available that won't disappear.
