Is swift alloy in the game?

It's a material we need to complete challenges.

However I haven't seen a sell order for it "ever" (two past days). How rare is it, is it intentionally so rare? Everything else seems to be obtainable from e.g. unique expedition map.

This makes me wonder if there's a bug, and the swift alloy just doesn't really exist in the league?
