Can’t quality Rite of restoration spell on Reverie Shaman Mantle

Reverie Shaman Mantle comes with Rite of restoration spell but when I quality the body armour to the max it doesn’t affect quality of the skill. Unlike, for example weapons with built in skills-when you quality the weapon the skill is also qualitied. Please make it so that quality on body armours also applies quality to the skill — otherwise, how will I ever get that quality bonus on Rite of restoration? I was able to apply a jewelers orb to my body armour thus giving me more sockets to rite of restoration so why can’t quality also work. Please fix this bug 🐞 thanks 🙏
