Time of Need does not function after weapon swap despite being active on both weapon sets

I believe there may be an issue with the Spirit Gem Time of Need when using weapon swapping.

Steps to reproduce
Equip Time of Need and reserve the required Spirit.
Ensure Time of Need is enabled on both Weapon Set 1 and Weapon Set 2.
Enter an area and confirm the skill is functioning normally.
Swap to the other weapon set.
Expected behavior

Since Time of Need is active and reserving Spirit on both weapon sets, the effect should continue functioning regardless of which weapon set is currently equipped.

Actual behavior

After swapping weapon sets, Time of Need appears to stop functioning. The buff remains enabled and Spirit is still reserved, but the effect no longer triggers until I disable and re-enable the skill (or otherwise refresh it).

Additional information
Time of Need is enabled on both weapon sets.
Spirit reservation remains active after swapping.
