[Bug Report] Kelari's Deception ignores Archon of undeath's Cooldown Recovery buff at 0 stacks

It seems there is a bug where the Cooldown Recovery buff from Archon of undeath is not applying to the Disciple of Varashta's Kelari's Deception skill.
To be more specific, the buff doesn't seem to apply when Kelari's Deception is at 0 stacks.
