Arbiter of Divinity Atlas Passives won't Unlock

I just killed the Arbiter of Divinity through the questline, but the atlas passive tree still has the top section locked off, saying "Defeat the Arbiter of Divinity to unlock"

Which really sucks because rare Tablets are locked behind that.
