The Runeseeker - Still Stuck on "Study the Runic Knowledge" After Recent Fix

I am reporting an issue with the quest The Runeseeker, specifically the objective "Study the Runic Knowledge".

After the recent update, the NPC now appears correctly again. However, the quest is still impossible to complete on my character.

The problem is that the book/object on the altar that should be interactable does not appear or cannot be interacted with. Because of this, I cannot study the runic knowledge and the quest remains stuck.

I have already tried:

Relogging
Creating a new instance
Returning to the area multiple times
Speaking with the NPC again

The NPC is now present, but the required interaction with the book/altar is still missing, preventing quest progression.

I have the same bug.

Possibly relevant: I did not complete the Runeseeker quest line in the previous Act, in part because I did not have a quest tracker for it and I wasn't sure if alts needed to do the quest a second time. Despite no quest tracker, all the runestones appeared as normal, and I 'progressed' the Act 2 quest to the point where you have to return to I think the Titan Grove, but then did not do that step and instead continued to Act 2.

When I talk to the NPC in the quest area, he has the dialogue options for the Act 2 'book' as well as the Act 1 book. Maybe he picked up the wrong book, because I didn't complete the quest in Act 2?

I am having the issue on act 3. I have gotten all three runestones, but the quest itself says I need to find two more.
