Alva Not in Ziggurat Refuge Endgame SSF

Alva isn't in the Refuge at all during endgame in SSF. She's supposed to be here right? I can only gamble endgame if I get a Vaal temple run. Otherwise, I can only go to Act 3 to gamble, but that's limited and ilevel locked right? Anyone know how I can fix this? It's pretty difficult to get better gear without the recombinator and this option. Just running maps to get crafting mats, but it's getting old as the drops aren't very good at T4 maps...
