Game breaking progression bug: no atlas points after killing pinnacle boss

I have now killed the arbiter of divinity twice and haven’t unlocked a single atlas passive point. Whatever mechanic is meant to unlock points after the kill is seemingly broken. This bricks my progression and means that I have wasted very valuable pinnacle boss keys for zero progression.
