Temple atlas skill "Training and preparation" doesnt work

I collected all my crystals from lvl 81 zones (t16+irridated) and the temples I open are lvl 80s (my char is lvl91). The node either doesnt work, or the temple level doesnt factor the irridation when i collect crystals or the node straight up gives -1 lvl instead of +1. Or the temple level is capped at 80. Either way, I cannot make lvl 81 temples.
