Bear form Endurance Charge generation bug

In bear form you normally get an endurance charge for every 15 rage you spend. But to get the endurance charge, you need to be in bear form before spending the rage. So if your rage spending move shapeshifts you from human form to bear form, you do not get the endurance charge. I assume the rage is spent when the button is pressed, so the game does not count the rage spent while in Bear form.
