Staggering Palm Bugged?

It was said that Staggering Palm had its tracking fixed, but it now feels 10x worse than in 0.4. In 0.4 you would use it and often would have a pseudo flicker and hit like 5 people to stack the buff now it only ever hits one person and you get 0 buff it feels horrible can someone look into this, please.
