Absent Amulets dont work with quality

Used quality catalist on my amulet and the skill in my skill menu doesnt show a change in quality for the skill.
Quality of items improve the quality on skills.
the Amulet i used was imbued with eternal rage.
not sure about other amulets, this is the only one i checked
