Essence of dousing:Enhancement

So I have been running maps all the way to level 90 by now and I specced this note very early that's suppose to increase my essences chance to be "enhancement" by 100%, yet I haven't seen a single one and have 10+ of every other single essence pretty much.

I have a feeling that this does the opposite and actually prevents them from spawning. Anyone else have a similar experience with this note?
