Quest. The Runeseeler. Act 3.

Hello, I am experiencing a progression blocker with "The Runeseeker" quest in Act 3 on my second character.

I have successfully completed the quest chain in The Venom Crypts, Jungle Valley, and The Azak Bog. However, upon entering Mystic Refuge, I cannot interact with the book/podium to research the runic lore and complete the quest step. The object is completely unclickable.

This quest worked perfectly fine on my first character, but it appears to be completely bugged and broken for the second character on the same account.
