Bug Report ID: #3382387326 Tempest Bell quality brakes combo gaining

Adding quality brakes tempest bell combo gaining. I upgraded quality of the tempest bell and it does not gain anymore combo points. Not even with default attacks using quarterstaff.

I'm playing Gemling legionare and using alternative quality gems.

Additional testing: I forged new tempest bell and it gained combo points. Then I used quality gems on other skills, and now it doesn't work anymore even with 0 quality.
