Charged staff bugged with whirling assault

Hi!

I am playing a monk-martial artist build:

I am right now combining whirling assault with charged staff.
If I haven't used charged staff in a map before it works.
But sometimes when I recharged or use it again(with charged). It doesn't work, so I am using whirling assault with no charged staff. Even if I have max charged. I have to reset it by putting my staff in the inventory and then put it back. I can still see in the upper left corner that I have the charged staff buff activated.
I asked several of my more experience POE 2 friends, and they say it's a bug.

It mess my game up, since when charged staff works I can clear much easier. But when whirling assault doesn't apply charged staff. It takes me a much longer time to clear the map.

Anyone have this experience?
