Atziri's Temple zone level stuck at level 74, cannot progress the quest

I am level 92 and I'm spamming 15-16 waystones. So the crystals that I collect to open the vaal temple portal in maps is definitely enough level. My character level is also high enough to scale the atziri's temple level. The zone outside the temple where you configure your rooms etc is level 80-81, but when I enter the temple it goes down to 74, even with the +1 atziri temple node selected in vaal atlas.

I am hardstuck with the quest, unable to progress it further.

Same issue when I use waystones above T13.
Temple is locked to level 74.
A temporary workaround is using T12 waystones which results in a level 75 temple zone

just tried doing with level 12 waystones, starting fresh with 0/60 crystals.

didn't work. i guess my character is bricked.
