Decree of Acuity Skin Transfer bugged

When you use the consumable skin transfer mtx on the unique helmet Decree of Acuity from the arbiter of divinity it does not transfer the glowing eyes to your chosen item.

Should be pretty simple to replicate. Unless it's intended?
