mirage archer additional quality effect spirit reservation efficiency muliplier not being applied

When playing gemling legionaire the additional quality states %increased reservation efficency. at 20% quality it still reserves 60 spirit which should oviously be less than 60 spirit. so the spirit reservation efficiency is not being applied to the skill.
