Act 4 Rune recipes cannot be claimed after HC tfer to SC

First time Hardcore character died in interludes went to softcore and had to reclaim the rune recipes. Act 4 specifically is missing the trigger to claim these on this character leaving me with a bunch of recipes undiscovered.
