Unintended interaction between "Doedre's Undoing" and "Eldritch Empowerment" ?

There appears to be an unintended mechanical interaction between the Lich's Ascendancy node Eldritch Empowerment and the gem Doedre's Undoing.

Eldritch Empowerment consumes 5% of Energy Shield to cast a spell, which functions normally under standard conditions.

The issue is when using Doedre's Undoing, the frogs created on cursed ground are triggering the ES cost of Eldritch Empowerment.

Spells cast via Dark Effigy do not trigger this ES cost.

Is it intended for the frogs spell to count as a player-cast spell that triggers Eldritch Empowerment, or should it behave consistently with Dark Effigy's spells and bypass the cost?
