Can't engage arbiter of divinity

Successfully fought Arbiter of Divinity the first time with my duo partner. He received quest rewards, but I didnt. I moved back to my hideout, went to the tower, used my quest items and triggered the level 82 fight version, which I could not complete.

I left, and came back, but there is no ability to restart the fight. If I go inside the tower, the UI to insert the cradle and spark is there, but the items are gone.

I cannot access the patriarch and matriarch halls because they are complete. I don't see other versions of them on the atlas.

The quest shows as complete, from when I did it with my duo partner, but I wasn't given the option to select a fortress area to clear and I did not get the atlas points reward.

This sucks after a full weekend of being engaged with 0.5 content, and put us to a complete hault.
