Thrill of the kill doesnt proc when using Killing palm

You can proc Thrill of the kill on hollow focus bells, that seems to work fine. If you have anything that's firing a projectile on as well. It prevents Thrill of the kill from procing. This feels wrong as you still gain the duration if you use Staggering palm. And you still get the power charge if you use Killing palm. Which makes me feel like they are still getting the hit in. For me, it feels like Thrill of the kill should still be able to proc, even with either of these projectiles occurring?
