The runeseeker quest in act 3 is bugged, quest locked currently.

Quest locked for the main league rune in the story. Ivw tried resetting. I made it to end game and went back, still bugged.

having the same issue, cant progress farrow quest line. Cant pick up book in chapter 3 and farrow wont say anything in chapter 4 when i talk with him. super frustrating missing out on a new league mechanic. please fix GGG!

I thought I was bugged on act 3 as well, but my questline says completed for Acts 1-4. However, the forge still says "you haven't acquired the knowledge..." when I try to runeforge my kulguuran weapon. I revisited all of the areas and found the book of knowledge on the ground in the act 4 area with no NPC to interact with. I cannot pick up the book. Until this is fixed, my unique weapon is stuck at ~400 damage instead ~700, making it unusable. If there is a hidden quest step to unlocking rune forging a unique at level 56+, then I cannot find it anywhere in game or online.
