POE 2 Seepage Map cannot be completed bricking my path to Matriach Hall for Quest

I am doing the fortress and reached the point where I need to get to the 2 halls behind the new Arbiter tower. The path comes to a single path where you cannot progress without completing a specific node. This node is a Seepage map which will not complete. I have used 4 waystones. No deaths. Each time you kill boss, the objective becomes "Kill all rare monsters" then once you clear entire map, 0 monsters remaining and the rare icon crossed out the map still refuses to complete.

Due to this I cannot reach the quest locations so my atlas is bricked.

I solved the issue. I believe it is related to the map awarding an atlas point. The interactable object you click for the point was not spawning correctly due to the positioning of the boss on death. After several brute force attempts it cleared. Please look into this issue for future players with a similar problem.
