[Bug] Locked progress after Divine Arbiter crash, no talent, stuck monolith

Acc:【axinyang#1870】｜Char:【阿仰的武圣】
Crash when claiming reward after killing Divine Arbiter.
Problems:
1. Missing passive talent reward
2. Town monolith pillar unclickable
3. No monolith ticket crafting option
4. Unable to redo Arbiter fight

Tried Ctrl+Enter, file verify, party boss run, all failed. Screenshots attached, fix save please.
