Kalguuran Skills not working when assigned to Weapon Set 2

I dont know if this is a bug or intended and im missing some information on how these skills are supposed to work, but I cannot seem to use Kalguuran skills when assigned to weapon set 2.

I just tested with a few other Kalguuran skills and I was unable to use the following skills with weapon set 2 as well:
Frostflame Nova
Powered by Verisium
Repulsion

however one skill i test worked with either weapon set exclusively:
Fragments of the Past
