Activation Failed. Waystone tier is too low for this Map.

As the title says "Activation Failed. Waystone tier is too low for this Map." I got the head of Vruun after he spawned in on a breach i'm trying to go to the monastery of the keepers to talk to Ailith and turn his head in and i can't open the monastery cause of the that bug above.

I found what actually caused this bug, I did a grand mirror in the middle of the breach area below the Monastery after completing it I chose a random map to the North of the Monastery to add Delirium to and it now made that tile on the Atlas have Delirium Fog. Sounds cool but it bricks the tile into thinking you need a waystone to enter the Monastery. If I try to go to the map I get the error "Activation Failed. Waystone tier is too low for this Map." and can no longer go into the Monastery for other breach related quests.
