Act 3 Runeseeker "Travel to mystic refuge" Cannot complete

i am unable to get past this quest for runeseeker ive completed everything on the map, venom crypts included and he dosnt show up, and the book is not on the ground but it wants to me inspect the knowledge

You need the find the 3 runes in the area. Venom crypts, Azak bog, and Jungle ruins. Once you find all 3 you can open the door for Mystic Refuge.

I did all that, I found all the runes, and they even appear on the list when I talk to Farrow, but the book on top of the panel doesn't become interactive.
