Voltaic Grenade not applying Electrify debuff

Voltaic Grenade is supposed to have a debuff similar to the Enervating Nova skill on a paralysing staff, where all lightning damage from hits on an affected enemy contributes to Electrocute buildup. This debuff is not being applied by Voltaic Grenade - Electrify has a clear icon and everything when applied by Enervating Nova, but is not present when an enemy is hit by Voltaic Grenade, and no electrocution buildup is applied by other sources of lightning damage following it.

If anyone else is having this issue please let me know, I looked for other reports on this but I can't be the only one experiencing this, right?
