Act 2 RuneSeeker Quest

Cleared the Skull of the Titan instance twice, was able to summon Farrow into the dungeon the first time but no further interaction was available to complete the quest.

I ran it again to make sure but he no longer shows up and the quest remains unchanged.

Quest reads: "speak to Farrow". Map indicates it's in the Skull of the Titan area. Farrow is no where to be found.

I tried moving the Caravan there and teleporting, no luck.

I am still missing rune recipes which say they are unlocked in Act 2 XD

Was disappointed to see this still hasn't even been addressed in the two "what were working on" posts.
