the rune seeker quest bug for alt chracters, please fix the bug in the runic book in act 3

I can't continue the rune quest because I had already completed Act 4 of the quest and had to delete my character because I misclicked on the wrong reward. Now I can't do the Act 3 rune quest because the rune book in the runic knowledge section doesn't appear, and I can't get any more rune recipes. Please resolve this as quickly as possible because it's the main mechanic of the current league, and I don't want to wait until the middle of the league to get it fixed because then I'll lose all desire to play.
