Unable to use Expedition Logbooks, Unable to progress Expedition quest

The patch notes state:

"

Fixed rare bug where required Expedition bosses could fail to spawn.

Existing Atlas states that were missing a boss have been updated to add the boss back to an uncompleted node.

Well I am still unable to open any new parts of the ocean, since I completed all the nodes already prior to the hotfix being deployed. I went back to Ruined Kingsmarch and there is no indicator or any way to use the logbooks. And with no new nodes in the ocean am I just utterly screwed?
