Hello so i have like 10 atlas points but i cant add them to the atlas and yes i know about gateways i haven't reached yet , im trying to add under the locked area not above it

Are the points for some of the other trees at the bottom?

Same issue. Cannot allocate Sole Purpose or Tear Open the Rift on the breach atlas tree.
