Cull on Hollow Focus not protected in all cases

When using killing palm while buffed by charged staff, the wave hits the bell first (it seems) and although the power charge is still given (through some sort of cull protection?) any support gems for the cull (e.g., Blazing Critical, Thrill of the Kill, etc.) are not granted.

i tested this multiple times waiting for charged staff to end. When it is active, supports on cull don't work. After it fades, they all work.

Staggering palm projectiles also prevent blazing critical and thrill of the kill from working if those supports are on killing palm while still giving power charges from killing palm. Charged staff also makes staggering palm with blazing critical not give the blazing critical buff while giving the staggering palm buff as normal.
