Final Letter Act 2 quest bug

I picked up Final Letter but didn't deliver it. Finished the later Deshar zone. When I exited back to town, I could not turn in Final Letter and complete the quest. I've tried jumping back and forth to different zones but it doesn't let me turn it in.

An update--
I dropped the quest item and returned to the Caravan. The quest state reset. I traveled back to Deshar again with Caravan, entered same instance as my dropped Final Letter. Returned to Caravan and turned it in.
