Staggering Palm still doesn't give its buff, frequently

Both with hollow bells and on enemies. Kinda sucks getting to maps to see all the cool new endgame changes and then immediately having your build bricked by a 70% damage loss from a bug.

I have found that I lose the buff after a weapon swap, but I have to wait for the buff to expire before I can apply it again

I am not using a weapon swap. It fails to add more duration after the first stun/bell.
