Vesirium workbench is not available after death in hardcore league

Title says it all. My character got transferred from hardcore RotA league, 79 lvl. I completed all Farrow quests in his questline during acts. Now my craftbench is not avaiable. I rerun the first act on the new created character and now I've got the workbench, but all the recipes from act 2 and later are missing, uniques upgrades are not available, etc... I guess if I rerun the whole campaign again, it should fix it, however, that's the bug.

I tried to find Farrow in his usual locations or towns and speak to him, there's no interactions available at all, so I can't rerun his questline on my 79 lvl character and almost no recipes in league mechanic in endgame are available for me.
