Arbiter of Divinity completed, yet atlas points still locked.

I've never gotten a response on a bug report I don't think which is really upsetting quite frankly - I almost did not even post this. But I would like my atlas points available for allocation. The ones at the top locked behind the Arbiter of Divinity.... I killed him........ and it is still locked........
