Can't put unique items in verisium anvil

I think this is related to the mystic refuge? I went there with two different characters after already doing the quest part, nothing happens going back, nothing is clickable.

That last patch for the runeseeker quest didn't help. On one character, the quest chain is marked complete, but I still can't put uniques in the anvil. My second character, the quest points to the mystic refuge, I can summon Farrow, talk to him, but there is no quest state progress, and I can't click the book in the room.

Two characters, both can't put uniques in the anvil.
