Atlas point completion bugged. cannot obtain all points

I have defeated arbiter of divinity 6 times total (1 via tutorial quest, then 5 more times after).

I have completed ALL sections of the citadel. All maps inside the walls are green/completed.

My atlas points are stuck at 287/311.
Nothing else to complete, no way to earn more points. Again, all maps are completed.

The quest is stuck in a "collect divinity" stage, which I cannot complete/bypass.

I did a 7th arbiter just to test, i could fight him, but he rewarded no further points. the pillars you are supposed to press to complete a section are all activated.

Potential usefull information: I cannot be sure of this as i do not remember it exactly, but I think that i did not press a total of 6 pillars (once for each fight) but at some point, two sections activated with a single pillar quest.
The fact that the loading screen gets stuck when you click the pillar ALWAYA makes it hard to remember.

UPDATE (maybe it helps others): this is not a bug. there are towers that grant 3 points that are NOT automatically completed. they are not maps inside the cittadels, but towers that appear as part of the walls. completing those grants me my missing points.
